The Book of Books, 1st Chronicles Chapter 12 verse 32, credits the children of Issachar with understanding the times and knowing what Israel should do at any given moment. This meant that they were endowed with extraordinary wisdom in order to decipher God's mind and determine what the Israelites needed to do to align with the Creator.
The sons of Issachar's unusual gift for discerning the signs of the times was valuable because it saved the nation of Israel from negative consequences. Understanding the times required Issachar's children to analyse correctly and precisely. In other words, they had perfect perception.
Dr. Alex Chioma Otti, Governor of Abia State, is endowed with God's excellent spirit, as are the children of Issachar. Because of this gift, he can discern the times of the political landscape he oversees. The Governor's actions could be described as foresighted, as he possessed a profound intellect and is a visionary. It appears that he has peered into the future. And, as if clairvoyant, the Abia State Chief Executive has predicted the impact of his aggressive rural road infrastructure development on Abians' political behaviour and the likely outcome by 2027.
Based on this understanding and perspective, Governor Alex Otti has been propelled to travel across the state's agrarian communities to repair dilapidated and long-unattended roads. To this end, on March 20, 2024, recon construction work began on the 30-kilometer Abam-Arochukwu Road. Only a week later, on March 26, 2024, work began on the 11:5-kilometer Nunya-Eluama-Isuiukwuato Road.
The start of road reconstruction in the hinterland has accelerated since the autumn of 2024. On November 25, 2024, Governor Alex Otti launched the reconstruction of the 11.2-kilometer Ntigh-Nbawsi-Umuala Road in Isiala Ngwa North Local Government Area. The Governor added to the people's joy and admiration when he announced that he had directed the State Commissioner of Works, Engr. Don Otuechere Oti, to renovate the late Senator Dr. Jaja Anucha Wachuku's mansion and mausoleum, as well as rehabilitate the road leading to his house.
The workaholic Governor moved from Isiala Ngwa North to Umuahia South Local Government Area, where he launched the reconstruction of the Umuokpara Ring Road. The rebuilding of the Umuika-Umunee Road in Isiala Ngwa South Local Government Area began during the same time period, while work on the Igwu River Bridge, also known as the Omenuko Bridge in Arochukwu Local Government Area, is moving quickly. The narrow nature of the Omenuko Bridge had previously posed a clear and present danger threat, killing many commuters whose vehicles plunged into the river. Work is also ongoing on the Osisioma-NNPC-Ekeakpara Road in the Osisioma Local Government Area.
Other rural road projects undertaken by the Alex Otti led administration are the 12:6 kilometres Ntighuxo-Umuoha-Oberetete-Akirika Obu Road, which cut across Obingwa and Ukwa East Local Government Areas, the 11:27 kilometres Mbala-Umuaku-Ngodo Road, Umunneochi Council Area, the 11:1 kilometres Obehe-Umudobia-Owaza Road, Ukwa West Local Government Area, Phases 1 & 2 of the 13:9 kilometres Onuinyang-Okporoenyi-Oboro-Ikwuaano Council Areas and the 8:11kilometres Orpert-Umuafia-Lodu-Ahiaeke-Okwuta-Bende Road in Umuahia North Local Government Area.
Except for the Omenuko Road/Bridge project, which has been shortened to nine months, Governor Alex Otti estimates that the other road projects will take one year to complete. Barring unforeseen circumstances between November and December 2025 and the first and second quartets of 2026, the projects will be ready for commissioning less than a year before the 2027 polls. This entails a second round of visits to various communities and local government areas to officially open the completed road projects.
The commissioning of these rural road infrastructure is expected to strengthen Governor Alex Chioma Otti's credibility, acceptability, and support base in 2027. Therein lies his understanding of the times and a reading of what the people should do at the appropriate moment.
